For many partners the Gulf is simply the practical place to meet. Travel is easier, meetings can be arranged at short notice, and documents can be reviewed in person rather than over a call. That convenience is the main purpose of a UAE presence, and it is worth being straightforward about it.
There is a second, more substantive benefit. Specialist materials, equipment and consultants are frequently easier to source and coordinate from the Gulf than from Kabul, and procurement that runs through the region can be faster and better documented.
What does not change is where the building work happens. Design coordination, construction management and site supervision stay with the Kabul team. A regional office that distanced itself from the site would make the project worse, not better.
